I am interested in learning your position on the sale and proposed development of 9 acres of ConEd land along the East River in Manhattan. As you may know, ConEd has entered into a contract to sell to a developer land currently used for power and steam generation. There are many issues with the conditions to the sale and concerns about the total lack of public input on the sale and the proposed development.
My major concerns are:
- This has been a closed process, coordinated and managed behind closed doors by the New York State Public Service Commission and benefiting ConEd.
- There has been no community input at any stage nor has any opportunity for input been promised for the future.
- Developing this property requires decommissioning a functional power plant while we are also being told that a polluting decommission plant in Brooklyn needs to be restarted, new plants need to be built in Queens, and ConEd's controversial 14th Street plant needs to be expanded.
- Expanding the 14th Street plant requires New York City to sell ConEd 12 million gallons per day of drinking water.
- The development requires rezoning much of the property.
- Maximum development will result in a significant increase in traffic and density in an area that already has the midtown tunnel, the United Nations, Grand Central, and numerous office buildings.
- There has been no consideration of converting some or all of this property to any public benefit use including parks, transportation improvements or waterfront access. Considering the significant governmental waivers and cooperation that are required for ConEd to meet its contractual obligations to the developer this is an advantageous time for the land to be acquired by the public.
